The Capital Development Authority (CDA) has approved plans to develop Islamabad’s 11th Avenue in two phases, with the overall project estimated to cost Rs. 24.5 billion. The road project aims to improve connectivity across the federal capital and provide an additional route for commuters travelling between major roads and residential sectors.
According to the project details, the first phase will cover a 3.5-kilometer stretch between the E-11 Interchange and Srinagar Highway. The wider project will extend for approximately 7.5 kilometers, connecting Margalla Avenue with IJP Road.
The CDA’s Departmental Working Party (DWP) has approved a Project Concept-I (PC-I) worth Rs. 24.5 billion for the development. The approval marks an important step toward advancing the proposed road infrastructure project, which is expected to improve traffic movement in parts of Islamabad.
The planned road will feature three lanes on each side, providing additional capacity for vehicles and potentially helping ease congestion on nearby routes. The project also includes around 17 bridges and overpasses to support traffic flow and facilitate movement across intersecting roads and other infrastructure.
Officials initially set a one-year completion target for the project. However, the final construction schedule and progress will depend on implementation arrangements, funding, land availability, and the timely completion of individual development stages.
Islamabad has expanded significantly over the years, increasing pressure on its road network as residential sectors, commercial areas, and surrounding communities continue to grow. New road links are intended to improve access between different parts of the city and provide alternative routes for daily commuters.
The proposed 11th Avenue is expected to strengthen connections between Margalla Avenue, Srinagar Highway, and IJP Road. These routes serve important parts of the capital and connect commuters with several residential and commercial areas.
By developing the road in two phases, the CDA plans to divide the large infrastructure project into manageable sections. The first phase will focus on the stretch between the E-11 Interchange and Srinagar Highway, while the broader plan covers the full route extending toward IJP Road.
The inclusion of bridges and overpasses indicates that the project involves more than simply constructing a new road surface. Such infrastructure can help manage traffic at key intersections, although the overall improvement will depend on road design, traffic management, and connections with existing routes.
If completed as planned, the project could provide commuters with additional travel options and improve connectivity across Islamabad. It may also support access to developing areas and contribute to the city’s wider transport infrastructure.
The Rs. 24.5 billion investment represents a major development initiative for the capital. Residents and motorists will be watching the project’s implementation closely, particularly its construction timeline, traffic impact, and the benefits expected from the new road.
Further updates from the CDA will help clarify the implementation schedule for both phases and when the completed 11th Avenue is expected to become available for public use.
