Dubai has given the green light for the immediate implementation of a deep-tunnel drainage system, a mega-project aimed at protecting the emirate from flooding for the next 100 years. The decision comes in response to the record-breaking rainfall in April 2024, which overwhelmed drainage systems and disrupted daily life across the city.
Speaking at the Mohammed bin Rashid Leadership Forum 2025, Dubai Municipality’s Acting Director General, Eng. Marwan Bin Ghalita, emphasized that the heavy rains were a turning point for city planners. “The recent rain incident may be a blessing from which we have learned a lot,” he said, acknowledging the strong cooperation between government bodies and private partners during the crisis.
The deep-tunnel drainage project is considered one of Dubai’s most ambitious infrastructure undertakings. Designed to serve as the backbone of urban resilience for the next century, it will ensure that the emirate remains well-prepared for future climate challenges while supporting its rapid growth and development.
Bin Ghalita confirmed that design and implementation have already started under the directives of Dubai’s leadership. Importantly, the project will be driven by public-private partnerships (PPPs), reflecting the city’s strategy of bringing together global expertise and investment. “A project like this cannot be done without the private sector. Dubai as a brand is something everyone wants to collaborate with,” he remarked.
In addition to construction, Dubai Municipality is focusing on technology-driven solutions. Advanced Geographic Information Systems (GIS) are being deployed to map vulnerable areas and run predictive simulations for better flood management. By integrating data across multiple government platforms, authorities aim to ensure quick, informed responses during emergencies.
“When a crisis happens, you need data from everywhere,” Bin Ghalita said. “We are building not only tunnels and drainage but also robust databases to enable rapid decision-making.”
The approval highlights Dubai’s long-term vision of becoming the “world’s best city,” prioritizing innovation, resilience, and collaboration. The Mohammed bin Rashid Leadership Forum, held at Dubai World Trade Centre, brought together more than 1,000 leaders from public and private sectors to discuss transformative strategies shaping Dubai’s future.
